your best is to find a friend or family with an Cricket android phone and get the prl # and use that

in SAN ANTONIO best to use 45768 i believe it's on page 15/16

You use QPST to load it on to your phone. Or, depending on your ROM, you might be able to dial ##PRL# and load it from your SD card.

Next question would be where do you get the PRL from... either QPST to pull it from someone elses phone (use "save to file" and 2 files are created, one is the QPST settings, other is the PRL)
or, download it from the PRL thread here if they have the one you need
or, request someone post it in the PRL thread

Oh also, I suggest saving your existing QPST settings/PRL file before loading others in there, nothing worse than finding yourself in a worse situation without a backup

    PRL thread:
    http://www.cricketusers.com/flashing-tools-files-programming/5041-%2Asticky%2A-official-cricket-prl-thread.html

    QPST thread:
    http://www.cricketusers.com/flashing...s-cricket.html

You may need to follow some steps in the flashing thread:
    http://www.cricketusers.com/sprint-h...-internet.html
Like loading the HTC diag drivers, before you can use QPST with your EVO

You'll also need your MSL to use QPST or the ##PRL# option, if you're rooted you won't need CDMA Workshop, can use MSL reader from market. (But if you're flashed and rooted, your MSL is probably already set to 000000)

This is what I do for some customer who's phone does make call. Also I found it is something with the update or permission on the phone. If u get the same thing on froyo then update to the evo 4g 3.70.651.1 ruu or if u r update to the evo 4g 4.53.651.1 or higher. I found that if root with revolutionary.io and then go xda forum. They have the 4.53.651.1 Rooted Deodexed and odexed Signed on ur sd card. U install and then downgrade to the stock 3.70.651.1. That the way I get my customer evo to work. I don't understand it but it work for me. Good luck and hope it work for you.

I had that problem a while back with an evo.
If u flashed a custom rom it could be that ur radio
on the rom u flash is the wrong one for ur area and
u need to flash the right one,or flash a new rom from xda developers.
One rom that work well with my evo it the king's unleashed ultra black r3 rom.

I have a problem with a friends evo. I used a lot of ruu on it to see it will fix the problem but no luck. I checked if the mdn, min#, esn were wrong but no luck. I check if the she paid the account nope. I install the king's unleashed ultra black r3 but no luck. I tried different prl and the weird things is that it all start with a prl. I make a call it says " account could not be validated please contact customer services". I don't understand what is wrong with it. It not the flash, mdn, min#, esn, and think it the radio or the permission. The only thing is that permission would have been fixed by the ruu.

Hmm sounds like the network is buggy. This happened to me on several Evo's, I used Synergy Rom and it fixed it. Not sure if i had to change somethings on qpst though. Make sure the min and mdn are correct because sometimes a *228 wont program it correctly.
