Dear Indirect Dealer Partners:

Starting 3/1/13, existing Cricket customers on plans launched since August 2010 (see attachment for complete list) will receive a 30-day notice SMS message alerting them of a new $1 Administrative Fee that will appear on their monthly bill, effective 4/1/13, for each active line on their account.

The SMS messages will be delivered in four phases, based on the customer’s billing cycle up through 3/31/13, and will direct customers to visit MyCricket.com for additional information. The message they will receive reads as follows:

“Starting 4/1/13 a monthly $1 Administrative Fee per line of service will appear on your Cricket bill. For questions, visit
www.mycrk.it/adminfaq


.”


A total of 4.5 Million customers will receive the SMS message during the month of March. The following is a breakdown by area:

· East: 1.18 million subscribers
· South: 1.69 million subscribers
· West: 1.63 million subscribers


Why
We have a legal obligation to notify our customers of this new fee at least 30 days in advance of it appearing on their bill.

Expected Action
· Be prepared to answer customer questions about the fee. Below are talking points and definitions for the new $1 Administrative Fee.
o You will also receive a formal Training Bulletin on 3/4/13. Please review.
· Think of the $1 Administrative Fee in the same way you would the Regulatory Recovery Fee.
· Today, the Regulatory Recovery Fee (RRF) is assessed on plans launched prior to August 2010. These plans are known as “AIM” plans. Because they are already assessed the RRF, the $1 Administrative Fee doesnot apply to them. Reference “Definition of Fees” below for further details.
· Please see the attached document for a complete list of rate plans that will be assessed the $1 Administrative Fee effective 4/1/13.

Talking Points
· Does the competition charge a similar fee?
o Yes, most wireless carriers charge a Regulatory Program Fee, Regulatory Cost Recovery Charge and/or an Administrative Fee.

· Is the $1 Administrative Fee applied to the account or to each line on the account?
o The fee is applied to each line on the account.

· Is this a one-time fee?
o No, it is applied monthly for as long as the customer has service with Cricket.

Definition of Fees
· $1 Administrative Fee (Assessed on Post-August 2010 Rate Plans)
o The Administrative Fee is applied per line, per month by Cricket to help defray various costs imposed on Cricket by other telecommunications carriers, including, but not limited to, charges imposed on us to complete calls to and from other carriers' networks and for certain network facilities and services we purchase from them. The Administrative Fee is not a government-imposed tax. The Administrative Fee and the components used to calculate this fee are subject to change from time to time.

· $2.50 Regulatory Recovery and Administrative Fee (Assessed on Pre-August 2010 Rate Plans)
o The Regulatory Recovery Fee is assessed per line, per month by Cricket to help defray costs of various federal, state and local regulatory mandated services and programs. The Regulatory Recovery Fee is not a government-imposed tax. The Regulatory Recovery Fee and the components used to calculate this fee are subject to change from time to time.
