    The Federal Cricket Lifeline Credit

This is a special federal program that came out in California not to long ago. It's only in California that I'm aware of, sorry other users that don't live here. I found this on the Cricket website and the government will offer Cricket customers some free credit for their phone bill ($13.50). To give you a quick gist of the program, you can receive this credit based on programs you are in, or by your income. The only downside is this program will only provide this credit for 1 year and you can only do it for one phone per household. Just thought I would share this for the people who want to upgrade to a better plan could use the help to pay their phone bill.
Below is a link to the website, if you scroll down to the bottom you can find all the locations in California
that allow you to apply to this program. http://www.mycricket.com/community/cell-phone-news/federal-cricket-lifeline-credit-california-residents

I live in Oregon, and I get the credit. It is actually the Public Utilities Commission who offers the credit. Additionally, I have two lines of service, and receive the credit for both lines. Until they read this post that is.
