My point being even though it passed. Is not going to stop developers, from getting around it for the end user. The carriers bring up a challenge for us. We blow it out of the water. once they realize that maybe they will stop.

As dealers, if we unlock phones made after this goes into effect, we would be liable for copyright infringement. That will have a significant impact on our business model. Sure, consumers could unlock the devices themselves (and tell us that the carrier gave them the unlock code) and then we could flash it, but we could not knowingly violate DMCA without being liable for severe penalties. Overall, this is a major setback for consumers and small carriers/MVNOs who welcome unlocked/flashed devices on their networks. It will also lead to higher priced devices and less competition.

^ couldnt agree more with you, the storefronts are going to hurt from this. I cannot make it on phone sales alone, I need that extra income, the business model was developed around this for my company.
