    1) Houston is a regular market. *228, get the newest prl. Then reflash. Make sure you have 2 profiles in MIP. You do not need to send NV items.
    2) Refer to (1) for making it faster.
    3) If you root and install recovery, you can flash a few mms zips to get your mms working (free versions). Otherwise, I would recommend contacting mraabhimself, and purchasing his $5 app. It works great on GB and ICS stock. Plus, no need to root anything. If you look online, you can find some other apps that are free too.
If we knew what it was we were doing, it would not be called research, would it?

I haven't seen any zips to flash to get MMS working on the sg2... like Dina said, *228 will give you the PRL you should be using. Also, for me, I had signal issues out past Katy close to Brookshire and a few other places. If you had another phone with good signal, then *228 Or *22804 should fix it. If you get a message saying your phone could not be programmed with *228 then *22804 should work. I wouldn't think you shouldn't have to reflash though.

For MMS, take a look at the web on CM9 thread. There is a ton of good info to get MMS working.

There are MMS.apk's that you can use that dont require root, being a dealer I am all about stock working so customer cant say anything about my work doing anything to the phone and it takes less time FYI

Perhaps you could pay someone who does this frequently enough to have some good experience
